If having a tarp is like your real estate at Fest or point of reference consider this, what if the town did the throw down and numbered each space like a parking spot. You pay for space # 23, luck of the draw and you also pay a clean up fee deposit. If your spot is clean, no fee, however if your space is full of trash your cleaning deposit is taken.

The City of Golden denied the use of a City Park for a new Annual Bluegrass Winter event. They do not want to damage the grass.
