Should I distribute tickets to people meeting (and camping) at High School in advance or is it okay to wait until they get there?  Put another way, will they have any issues getting to the campground w/o tickets in their possession?

I assume there are no issues with the early group setting up for everyone (i.e., 5 people setting up camp for 10)

It is easy to meet your friends outside of the camping area so that you can distribute their tickets, we do that a lot.
You can set up a camp as long as your group will be there with you- Telluride and Planet Bluegrass folks are quite friendly and laid back- it is all about having fun all together!
