Tomorrow's Parks & Rec Mtg in Telluride will discuss:

Move to approve (or deny) the request by Planet Bluegrass for Use of a
Portion of Town Park for Additional Telluride Bluegrass Festival Dates of Friday, June 11,
Saturday, June 12, and Sunday, June 13, 2021 for a Minor Festival Event on June 11 – 13 and
17 – 20, 2021 with the following conditions:
1. Approval of the proposed minor festival event is for year 2021 only.
2. Approval of the proposed minor festival event does not impact historic major festival
event venue approvals (facilities, curfews, etc.) in year 2022 and beyond.
3. Bluegrass Festival shall decide by April 15, 2021 between the following two scenarios:
a. The existing approval for a major festival event on Bluegrass’ historical weekend,
June 17 – 20, with a TBD capacity greater than 3,000 persons per day (capacity
shall comply with State public health regulations and be approved by the Town
and County Public Health).

b. A proposed one year only modification for a minor festival event (less than 3,000
persons per day) on June 11 – 13 & June 17 - 20 (if approved by CCAASE).
4. Bluegrass Festival compliance with all State, County, and local public health regulations
at the time.
5. Town reserves the sole and absolute right to control the Telluride Town Park and to
either permit or cancel the Telluride Bluegrass Festival at any point.


PB plans to "reserve a specific percentage of tickets to be sold only to “Locals” for these events. The exact
percentage of reserved tickets will likely change depending on our final daily capacity, and we plan to
offer purchase priority to ticket holders who postponed their 2020 tickets, including locals." Would be about 2,500 tickets up for grabs.

Patrons will have the ability to purchase tickets to a 10’ x 10’ square, delineated in
the festival field, called a corral. Corrals are only to be shared by members of a
family or “exposure group” who have made the decision to travel and visit together.
When a corral is reserved, the reserving party must purchase a minimum of four
tickets. After the first four tickets have been purchased, additional tickets to each
corral can be purchased independently by the reserving party, up to a maximum of
eight.

other proposed safety changes:
no Warner field or Elks park.
no Nightgrass shows.
no tarp run.

The bar will be operated remotely by Telluride Bluegrass Beer
Booth, Inc., delivering food and drink to patron’s corrals. A QRCode attached to each corral can be scanned using the patron’s
phone, which will take them to an online menu where food and
drinks can be ordered from the bar. Payments and tips will be
made via credit card through app and bar staff will deliver the
order to the corral.Order fulfillment will operate out of five 20x20 tents along the west side of the field.
Orders will be directed to the nearest fulfillment center where staff will pack them
and send them out for delivery.
All drinks will be served in cans to increase speed, prevent spills, and reduce the
chance of germs getting into open air drinks. Food will be cooked by independent vendors selected by Planet Bluegrass and
delivered to corrals utilizing the bar’s infrastructure. Food offerings will be limited to a
select few vendors to maintain rapid delivery speeds. All vendors will cook from the
backstage catering area and food will be transported to bar fulfillment centers.

Keep in mind, this is all tentative & things could change. It appears that the 2 weekend scenario is worst case scenario (besides covid raging & having to cancel - highly unlikely). Looks like the decision needs to be made by PB by April 15th, which is right when Gov. Polis said the general population of CO will be eligible to get their vaccines. Hopefully things continue to trend in the right direction.

I am assuming PB is not considering moving the event later in the Summer like they tried to in 2020 when the future was uncertain. June still seems to be that weird grey area of uncertainty for planning.

TELLURIDE PARKS AND REC. COMMISSION MTG 03/17/21 -12 PM


Commission voted 4-1 to approve the request by Planet Bluegrass for Use of a
Portion of Town Park for Additional Telluride Bluegrass Festival Dates of Friday, June 11,
Saturday, June 12, and Sunday, June 13, 2021 for a Minor Festival Event on June 11 – 13 and
17 – 20, 2021 with the conditions listed earlier in the post.

Craig & the rest of PB now need approval from the Commission for Community Assistance, Arts & Special Events, which meets on April 7th.

If approved by CCAASE, PB will need to make their decision by April 15th to give town enough time to adequately prepare.

personal notes:
looks like the big acts will be back on board for 2021 as of course, TBF is their bucket list festival each year. Still unsure of rest of the line-up. Craig did mention he doesn't really expect to have attendance over 2,500 for this year.

So since the mini fests have been approved, does that mean the major fest is off the table - or does that just mean that the major fest could still happen and the minis are the backup plan?

Do you know if the corals would pertain to the major fest if it were to happen?

I feel so conflicted - SO happy something is going to happen but also, the social aspect is the big part for me, so being caged in a coral with the same person seems like hell, lol. But still better than no festival at all!

You're welcome. Happy to do the research. To be clear, I do not speak for Planet Bluegrass, I just love and care about the fest like you all and try to stay on top of local press/meetings/public information that requires a little digging.


Major fest is not off the table, but given that it's so soon & that the guidelines aren't clear for early summer yet, its incredibly unlikely that PB will hold TBF with a crowd over 3,000/day. The new 3.0 Dial should be out shortly and we will likely see the end of State COVID ordinances. It will be up to San Miguel County and the Town of Telluride to decide what the attendance cap will be, I think.

In PB's application to the city they have several scenarios prepared for in terms of the corrals/attendance:

"The overall footprint within the park will remain the same regardless of our actual crowd size. The perimeter must
remain fenced at the edge of the park in order for us to control the number of people in the park and enforce our
policies. If the use of corrals is necessitated by the current health orders, they will be placed according to the map below.
The blocks of porta potties and the bar fulfillment tents will be added with each attendance capacity as well."

The dial capacities are as follows:
• 175 Cap – Blue Corrals only
o 4 people per corral
o 44 corrals needed + 15 for staff/volunteers (59 Total)

• 250 Cap – Blue+Pink Corrals
o 4 people per corral
o 63 Corrals needed + 20 for staff/volunteers (83 Total)

• 500 Cap – Blue, Pink, Green Corrals
o 4 people per corral
o 125 Corrals needed + 25 for staff/volunteers (150 total)

• Potential Updated Maximum Capacity w/ Social Distancing – Approx. 2,208 <-- current scenario
o 8 people per corral
o All corrals needed (276 Total)

• Potential Maximum Capacity w/o Social Distancing – 2,999 (Not shown)
o General admission
o Tarps and tents
as normal

the very last scenario would constitute a "major" festival in telluride, where more than 3,000 attendees/day are present.

CO general population will be eligible for vaccines IF THEY WANT IT by mid April, according to Gov. Polis. As of today, 3/18, over 80% of CO population 70+ has the vaccine.

For those of you who are card carrying Native Americans 18 and over, if you have not received a vaccine, if you can travel to Oklahoma you can schedule to get vaccinated now!! Here's the main phone number to the Claremore Indian Hospital 918-342-6658, located 30 minutes from Tulsa.
The Tribes in Oklahoma have done a kick ass job of getting the vaccine to anyone needing/wanting one. Our household has had all our shots, except Addison gets his second in 2 weeks. Been a long year folks. Hope everyone is doing well!  Cheers

The supply "should" be greater than demand within a couple of months.
Texas will open up vaccines for anyone starting next Monday 3/29.

God bless Craig and Planet Bluegrass for trying so hard to make this happen.  I feel really bad for PB and the horrendous impact I'm sure this has had on them.  I hope they sell out in a day, but all of these requirements just take away the joy of the festival for me, and I'm sure for a lot of others.  This festival is more than just the incredible music to me - its about greeting people you haven't seen in a year with a huge hug, meeting new friends on the tarp next to you, dancing because you just can't keep still, personal traditions, the amazing food trucks, the whole beautiful experience.
Again, I hope and pray this is successful, and that many of you choose to push through these requirements and support PB and have a great time.  Hopefully see you in 2022.
