So, I believe one who has a Warner pass can go into Town Park, but my question is if my friend who has a Town Park pass, can he visit my campsite in Warner?

Yes, you can visit one another between TP and Warner.  You aren't allowed to move camping supplies between campsites, but otherwise yes.
